What is an accident detection report?
An accident detection report is the document that records how a material-damage traffic accident took place, who the parties were, the condition of the vehicles and the findings at the scene. It is the foundation for opening your claim file and pursuing compensation. Without a report, the insurer cannot properly assess the event, the circumstances of the accident or the extent of the damage.
In practice, not every report carries the same weight. The report you obtain with Alo Tutanak is not an ordinary form: under Article 22/17 of Law No. 5684 on Insurance, it is issued by an authorised registered insurance adjuster. As a result, the report captures not only the parties’ statements but also the adjuster’s technical opinion and a scaled sketch of the scene where applicable. Completed with the required digital signatures, the package can be submitted in the insurance process.
Types of accident report and how they differ
After a material-damage accident in Turkey, you face two main documents. The first is the mutual report drivers fill out among themselves (Article 81 of the Highway Traffic Law No. 2918); SBM’s Mobile Accident Detection Report / ALO KTT app also digitises this statement. The second is the adjuster’s report issued by an authorised registered insurance adjuster (Law 5684 art. 22/17).
Unlike the simple mutual report drivers fill out themselves, the adjuster’s report adds an independent technical assessment and sketch where applicable. When statements conflict or the other driver denies the event, this difference can materially strengthen the file.
| Feature | Mutual / SBM mobile report | Adjuster’s report (Alo Tutanak) |
|---|---|---|
| Who prepares it? | The drivers themselves | An authorised registered adjuster |
| Legal basis | Highway Traffic Act 2918, art. 81 | Law 5684 art. 22/17 |
| Technical opinion | No independent adjuster opinion | Yes, where applicable |
| Sketch | Driver drawing | Prepared by the adjuster |
| Strength in disputes | Weaker | Stronger evidential support |
Challenges of filing a report
Filing a proper report at the scene is harder than it looks. The first challenge is collecting evidence: which photos are needed, which angles show the damage clearly, are the plate and registration details complete? If one of these is missed in the heat of the moment, the file can later be rejected. The second challenge is disagreement between parties; the other driver’s account can conflict with yours. The third is unfamiliarity with the process: where is the report sent, how is a claim file opened?
All of these challenges are reduced by having an expert prepare the report. With Alo Tutanak, you document the scene, receive guidance on collecting the right photos, and an authorised adjuster prepares an insurer-ready package.
