What is a licensed-adjuster report?
A licensed-adjuster accident detection report is an official material-damage traffic accident report drawn up under Article 22/17 of Law 5684 (the Insurance Act) by an SBM-registered insurance adjuster — a professional listed on the official register kept by the Insurance and Private Pension Regulation and Supervision Authority. The document establishes how the accident happened from an independent, expert standpoint, recording the parties’ statements, the damage, and the findings at the scene.
It is not an ordinary form. The report contains the adjuster’s fault opinion (a professional assessment of which driver was at fault and to what degree) and a scaled sketch of the scene. These two elements put the claim file on firm ground and help the process move quickly on the insurer’s side.
Most importantly, this service is completely free for the user. The adjuster fee is allocated from the traffic insurance under Law 5684, so you pay nothing out of pocket. How it differs from a mutual report
Unlike the simple mutual report drivers fill out themselves (Highway Traffic Act 2918, art. 81), the licensed-adjuster report is prepared by an expert professional. The mutual report only records the parties’ statements, makes no fault assessment, and often falls short when a dispute arises. If the other driver denies the accident or the statements conflict, a mutual report can stall the entire claim.
In the adjuster’s report, the fault opinion is set out directly by the SBM-registered adjuster. This gives the document far greater evidential weight and formality. Backed by a sketch and grounded in professional judgement, the report both makes it easier to open the claim file and keeps you in a stronger position should a dispute occur.
